APPROACH

To achieve the above objectives, the NGO approach is based on proved and tested models of participatory philosophy of development, through effective partnership between all the development actors in an organized manner.
To fill up the vacuum at community level (being the major development actor in the process) the NGO assists & mobilizes communities to get themselves organized at grassroots level into self managed, self reliant and sustainable organization capable of undertaking all the development initiatives through managing Natural, Human and Financial resources in a holistic manner.
To usher this level of participation, various outreach mechanisms, including village men and women organizations, hujras, forest owners and non-owners associations and CCBs and CBOs etc are used by establishing partnership.
It supports local communities’ initiatives in poverty reduction, effective social service delivery & giving voice to the ignored & marginalized segments of the population through their participation in decision making and needs identification to implementation of any venture/activity.

PROGRAMME STRATEGY

The program strategy is to demonstrate effective community participation techniques for development by focusing on social mobilization and guidance. The empowerment of target population groups including women through skill development training and motivation of people to initiate development activities at grass root level.

Development Approach Adopted

Following approach is adopted to initiate development activities with active participation of the target population at grass-root level.

1. Area profile with required information on economic status is collected to prepare a strong base for development. The particular areas/raqbas is visited along with the activist and initial dialogue is arranged with the community in order to form the community organization/development group.

2. Important skill and awareness is given to organized group with regard to identification of community needs, locating the internal and external resources to address these needs and management of these resources to produce the results of improvements in a particular sector of economy in that community.

3. Prepare a work plan to initiate development with implementation strategy and completion of the development activity. It is a part of program to enhance the monitoring and assessment of impact of the development intervention in the communities through series of training programs.

Social Mobilization

The primary step of the Program is to provide the social guidance to the communities in order to prepare them to initiate the development themselves at grass root level. Here, the communities at form in small geographical raqbas in the shape of small development groups, community organizations, village development organizations.
They are organized on the basis of initial dialogues; follow up meetings and after assessing their perception level of community participation in their development, the areas organized into the groups to initiate the development programs. Before their final formation, the basic information is collected from that community concerned. They are provided the knowledge, skill and related information with complete awareness to involve themselves in the development efforts with support of the Organization. They communities are imparted training to strengthen themselves in order to involve themselves actively in the development activity.

Disaster Management

Keeping in view the frequency of natural disasters in the Pakistan, Diya International built the capacity of the staff to cope with disasters and emergencies both natural and man made. The organization started its program for Recovery, Relief and Rehabilitation of disaster hit areas with the cooperation of national and international donors. A well-structured and integrated disaster administration mechanism has evolved over the years. Along with other organizations, Diya supplemented the efforts of the government at Central and International donors in providing a vital input during emergencies and for preparedness and rehabilitation. A team of well trained professional is in place and working in flood hit areas of Pakistan with a special focus to REACH TO UNREACHED.

EDUCATION

The functional education is the basic right of every citizen. The organization has included education in its sectoral development programs. The quality education knowledge required for exploring the socio-economic development avenues is the need of the time in national and internal scenario. As such communities are encouraged to establish institution at elementary and higher level on public private partnership. Education on scientific lines and equip the youths to joined hands in national development as well as enhance the productivity for national development. Diya International plans to cooperate with public sector as well as private sector organizations to improve the quality of education with special emphasis to strengthen the working capabilities of the people at all levels.

SKILL ENHANCEMENT TRAINING PROGRAMME

Human Resource development is one of the important activities of the Foundation.  Human capital or social capital is the important factor for socio-economic change in the society. The program is to establish the training institutions to impart skills in the disciplines which are related to human development and strengthening their capacities to be productive member of the society and resulting income generation and increasing self employment situation in the region. Organization wants to support the communities to run the comprehensive literacy, education and training programs in various disciplines throughout AJK, Pakistan. The organization has included the training programs such as:

a. Teacher’s training for education for both male and female
b. Poultry training programs for female community members
c. Forest Nursery rising by female community members
d. Vocation training (ready-made) for female members
e. Vegetable growing training for female community members
f. Fruit and crop production for male population
g. Micro-enterprise development by male population
h. Pollution free environmental activities for male and female

BASIC HEALTH PROGRAM

The organization plans to support the communities to development basic health programme in the communities. The scopes of health care activities are the same as defined by WHO.  These may include:

a. Treatment of  common eases and injuries
b. Maternal Child  Care Programme
c. family planning services
d. Immunization against diseases and prevention of epidemics.

NATURAL SOURCE MANAGEMENT

Pakistan is blessed with rich natural resources and enjoys fertile land and agriculture potentials are in abundance. Diya International plans to strengthen the local population groupstoharness these resources. This Organization plans to cater for more productive and integrated efforts for sustainability and better management of natural resources in order to preserve the natural beauty and ensure environmental pollution free zone. This will be achieved through:

a. Strengthening the linkages with public and private sector organization.
b. Imparting training in related fields
c. Providing technical assistance to organized communities and
d. Ensuring high yields in crops and vegetables
e. Joining efforts with Ministry /Department of environment and forest Department to improve the green Kashmir programs through plantations campaign in the region.

MICRO ENTERPRISE DEVELOPMENT PROGRAMME

There is a need to introduce and improve the informal sector in Pakistan. The community members who have the education, knowledge, skill and business trends required support. Such community members will be linked up with financial institutions for monetary support in the shape of loans/credits as well as the donors at national and international level to seek financial support for improvement in livelihood for poor. The primary objective is to provide these people investment support to enhance their earnings/incomes and engage themselves in self-employment programmes in the area.  Assistance for productive enterprise, micro business, agro base industries and small productive units is to b provided. The purpose is to utilize the social capital with technical financial support o develop and encourage self employment programmes.

PRODUCTIVE RURAL INFRASTRUCTURE PROGRAMME

The Organization has included PRIP in its development activities. Communities need technical support for facilitation of their infrastructure schemes which they wish to initiate by the organized communities. This is to evolve a participatory approach for the organized population at grass root level. The identification of their needs there is a need to improvement these need  based projects like rural roads, safe drinking water supply schemes, water harvesting structures, mini-dams, foot bridges, water tanks constructions at community levels to store the rain water. Irrigation channels and related infrastructure schemes.

Gender

The Organization attaches a high priority for formal and informal training to local women in general management techniques, various vocational areas, and income generating activities and projects.  Training is regarded not just as a means to the acquisition of knowledge and skills, but also as an attempt to raise standard of general awareness and consciousness of the communities at large. As a dynamic and interactive process, training stimulates change in the participant by building their ills base o broaden opportunities for appreciating and perhaps even enhancing their economic social and sociologic possibility frontiers.
Women roles in public life are rapidly becoming more prominent on account of number of factors. Male our-migration, an increase in the number of education women the diversification of off-farm activities and broader-level institutional synergies including the emergence of local NGOs have all become instrumental in encouraging women to contribute more at the wider community level. In recognition of these factors, Diya International designing and rune new training course which are gender training to enhance female awareness of the needs and requirement involvement in facing changes sets of socio-economic parameters of society.  At the same time all efforts are being made to involve more and more active women at high management level in WOs which brings to them the added skills needs for better inter and intra WO communication and planning.

The parameters of development will continue to change with time. Currently the programs focus in still on building skills at the WO level as this is where the majority of the women still require support. However it is already becoming evidence the further refinement is needs in the different levels of development in order to create wider links between communities and the outside world.  It is felt that the advancement of women in non-traditional areas as well as their role in other institutions forums will be the determining factors in ensuring their adequate participation role in other institutional and involvement in development activities at all levels.

COMBATING  CHILD LABOR

With the passage of time Child Labor has become a chronic problem of the country. The Foundations intends to share with efforts of public and private sectors to overcome this national problem.  There is a need to offer school, skill enhancement training programmes for them those who could not receive education at early stage. This is important to enable them to become the useful land productive citizens of the society. The youth will be provided hazardous free environment to their lives. The Organization plans to cooperate and share the efforts withal public and private sector organizations.

HOW Diya PLANS TO UNDERTAKE THE DEVELOPMENT

The organization has the plan to create a network of community organization/development groups based on the small raqbas /are, followed by the formation of groups clusters which may comprise on 5 to 10 development groups/organized communities under the title of village development organization. These groups will be trained to make an integrated approach for development.  The cluster will formulate a village development plan based on the existing data and future requirements both technical and financial The   organization‘s work plan will include creating linkages with the partners organizations, Government departments (including line agencies) donors. Their proposals will be submitted to the organizations, donors and related public and private including international organization for possible financial support.
The projects or the development interventions will be jointly monitored by Diya  International donors and the community development groups. The communities will be provided training to undertake the development activities with their active participation at all levels. Aim is to create an environment conducive to development and transformation of the society into a developed and economically sound society. For this situation organization plans to work in close coordination of the development partners which may include:

Partnership with Government

The organization wants to create strong link with both (1) the Government department with development projects and (2) the department with provision of services to population groups.  The government departments will be provided the organized communities/groups for their possible intervention and facilities.

Partnership with NGOs

As organized communities or the development groups are the effective forums using which the NGOs and Government are able to reach to the poor for the provision of services. As such, it is the plan of the Organization to create close relationship with NGOs working in country as well as at international level to seek support for the development of the communities which are organized and are initiating development .All the NGOs having the common cause and working for the uplift program for communities and rural masses have to be contacted for working relationship and their inputs of an integrated development programs in the region.

Partnership with donors at national level
The partnership with the donors working at national level is to be developed for the possible technical and financial support for the development activities by diya International in Pakistan

Partnership with international donors

For the development purpose Diya International plans to contact with international donors who are working in various developing countries and have a plan to work with NGOs in the rural areas of different countries. These international donors will be contacted for development of partnership to undertake development interventions.

Partnership with United Nations Development Organizations
The United Nations Development Program (UNDP), World Food Program, ILO, FAO, UNESCO and all the related United Nations Development Organization will be contact with our development programs to create a close liaison for development programs.
